China Securities Journal has learned from authoritative sources that the National Development and Reform Commission (NDRC) recently proposed the first batch of four coastal nuclear power projects with a total of more than 10 million kilowatts, among which Shandong Rongcheng Shidaowan nuclear power plant is expected to be the first approved to start the new project.

In fact, since the beginning of this year, there has been a lot of news about the approval of new nuclear power projects. At the meeting of the new National Energy Commission held in June, coastal nuclear power projects were particularly mentioned.

Industry analysis indicates that based on the current level of comprehensive investment in nuclear power, the investment scale of the 10 megawatt project could reach 160 billion yuan, which would bring orders of at least 80 billion yuan to upstream nuclear power equipment manufacturers. According to relevant plans, the scale of new nuclear power projects in China will reach 36 million kilowatts by 2020, which is expected to leverage a market size of 300 billion yuan for nuclear power equipment.

The development of nuclear power has gradually become a consensus

For a long time, China's energy consumption structure with coal as the main body has been criticized. It has become a national strategy to vigorously develop clean and renewable energy and adjust the energy consumption structure. Especially in the battle of haze control in the past two years, which takes cutting coal as the main task, accelerating the replacement of clean energy has become a top priority.

At present, China has become a scale of clean energy power generation, hydropower, nuclear power, wind power and solar photovoltaic power generation. An expert from the China Nuclear Energy Industry Association told the China Securities Journal that after the development of recent years, although the scale of wind power and photovoltaic power generation is increasing, it is still difficult to solve the problem of "wind abandoning" and "light abandoning" due to bottlenecks such as grid connection difficulties. At present, wind power, photovoltaic and other new energy power generation accounts for less than 5% of the total primary energy consumption in China, and there is still a big gap between the actual effect of replacing traditional fossil energy and the potential demand. How to find a more reliable alternative to coal consumption of clean energy to vacate the space has become a constant question for the industry.

The experts said that, judging from the current situation of domestic energy consumption, "vigorously developing nuclear power on the basis of ensuring safety" has gradually become a consensus. He explained that the outstanding advantages of nuclear power over other alternative energy sources are: the utilization of nuclear energy resources is more stable and sustainable; there is no intermittency of wind power and photovoltaic; and there are no seasonal and ecological disadvantages of hydropower. The economy of nuclear power is better than that of other renewable energy in terms of scale. To meet the target of 15 per cent of primary energy consumption from non-fossil sources by 2020, nuclear power could account for half of that, as non-wind and photovoltaic power can.

After the 2011 earthquake in Japan triggered the Fukushima nuclear accident, the biggest question about the development of nuclear power in China is its safety. Doubts about how to ensure the safety of nuclear power plants have persisted since 2012, when China issued a medium - and long-term nuclear power plan and nuclear safety plan and announced the resumption of nuclear power development. In this regard, the above experts said that from the current point of view, third-generation nuclear power technology has become a set to fully replace the second-generation technology, and AP1000 and above in the third-generation technology, due to its safety and efficiency, will gradually become the mainstream of future nuclear power technology.

The Medium - and Long-Term Nuclear Power Plan issued in 2012 also clearly stated that the third-generation AP1000 technology will be the development direction of China's nuclear power industry. A newly published safety plan for nuclear power plants states that only third-generation plants with technology will be allowed to be built after 2016, with only a small number of second-generation plants allowed to be built before then. "Since the nuclear accident in Japan in 2011, China has attached great importance to the safety of nuclear power throughout the whole process of site selection, construction and later operation, and it has become an industry consensus to develop nuclear power efficiently on the basis of safety." "The expert said.
