(2) Liabilities of the construction unit. The construction unit shall formulate specific implementation plans for prevention and control of dust pollution in construction, and publicizing the prevention and control measures of dust pollution, the person in charge and the competent department of dust supervision and management on the construction site. Construction units shall take effective measures to prevent and control dust, reduce dust pollution in the course of construction operations, and do a good job in preventing and controlling dust pollution.

(3) Responsibilities of regulatory authorities. 3. Actively take measures for dust prevention and removal at construction sites

The construction garbage in the building should be cleared and transported by means of appliances or pipelines, and it is strictly prohibited to throw away at will. Incineration of all kinds of waste is strictly prohibited at the construction site.

(6) Strengthening monitoring and monitoring. Encourage construction sites to install online monitoring and video monitoring equipment and network with relevant local authorities. When the ambient air quality index reaches moderate and above pollution, the construction site should increase the sprinkling frequency, strengthen the coverage measures, and reduce the construction operations that easily cause air pollution.

(1) Promoting mechanized operations. The mechanized operation mode of cleaning urban roads has been promoted to steadily increase the mechanized road clearance rate. By the end of 2020, more than 70 percent of roads in prefecture-level and above built-up areas should be mechanized, and 60 percent of roads in county seats should be mechanized. 5. Effectively strengthen safeguards
